STATUTES OF THE ASIAN PACIFIC CONFEDERATION OF CHEMICAL ENGINEERING

FIRST CHAPTER Name, Character and Objectives

Article 1

This confederation shall be called the Asian Pacific Confederation of Chemical Engineering. It is a confederation of chemical engineering organizations in countries situated in Asia and Asian Pacific region.

Article 2

The objectives of the Confederation are as follows:

• To establish and maintain relations between organizations working in the field of Chemical Engineering, and to promote human welfare through progress of Chemical Engineering.

• To organize international congresses of Chemical Engineering in cooperation with other confederations.

• To promote the exchange of information and sharing of experience connected with Chemical Engineering.

• To promote the interchange of chemical engineers in the countries belonging to the Confederation.

• To promote the development and improvement of chemical engineering education in member countries.

Article 3

Communications of the Board, Executive committee and other committees shall be published mainly in English. Technical papers shall be published in their original language, with summaries in English.

SECOND CHAPTER - Membership

Article 1

The members of the Confederation shall be non?profit societies, associations, and institutions working in the field of Chemical Engineering, or persons designated as honorary members or as individual members.

Article 2

The members of the Confederation shall be classified:

• Full Members. Full Members are those institutions or autonomous divisions (branches) of institutions, situated in Asia and Asian Pacific region which are principally concerned with Chemical Engineering. There may be more than one full member from a country. The Board of the Confederation reserves the right of recognition of full members.

• Affiliate Members. Affiliate Members are those institutions which are concerned with Chemical Engineering, but are not recognized as full members by the Board of the Confederation. An Affiliate member may have one representative having voice but not vote on the Board.

• Individual Members. Individual Members are those persons who are proficient in Chemical Engineering but do not belong to either a Full Member Institution or an Affiliate Member Institution.

• Honorary Members. Honorary Members are those persons who have notably contributed to the development of the Confederation. Honorary Membership is conferred by an affirmative vote of not less than two thirds of the members of the Board.

• Correspondent Members. Correspondent Members are associations with the same character as those appearing in a) and b) but situated outside the Asia and Asian Pacific region.

THIRD CHAPTER Organization

Article 1

The organization of the Confederation consists of:

• A Board;
• An Executive Committee;
• Working and Auxiliary Committees;
• The necessary committees for each Congress;
• A World Chemical Engineering Executive Council representative.

Article 2

The Board is formed by one Representative Director from each Full Member. The Board is the highest organization of the Confederation. The designation of the Representative Director (called Director) shall be carried out in accordance with Article 13.

The Directors shall carry out their duties between Congresses. They can be replaced or substituted by their respective institutions at any time after previous notice.

The Board shall meet during each Congress, and may also meet at other times by resolution of the Directors, or at the discretion of the President The legal quorum shall be more than half of the total number of Directors.

Article 3

The Board has the following specific duties:

• Issuing the general working rules of the Confederation and supervising their fulfilment in accordance with the objectives of the Confederation;

• Electing the Executive Committee.

• Determining the site and approximate date of the next Congress and fix the site of the sequential Congress. In both cases, the choice of the site must have the affirmative vote of the Full Members.

• Appointing honorary members in accordance with Article 2 of the SECOND CHAPTER.

Article 4

The Executive Committee shall consist of:

• President
• Vice President
• Past President.

Article 5

A World Chemical Engineering Executive Council representative. This role is held by the current President or his nominee who must be a member of the Board

Article 6

The Board may hold special meetings , by personal attendance or by correspondence, at the request of:

• The President
• The Executive Committee
• One third of the Directors.

Article 7

The President shall belong to the Full Member in which the next Congress is to be held. The Vice President shall belong to the Full member in which the sequential Congress is to be held. Both of them must be members of the Board.

Article 8

The duties of the officers in the Executive Committee are as follows:

a) The President:

• Represent the Confederation, and coordinate the work, activities, and the funds of the Confederation.

• Preside at meetings of the Board, the Congress and the Executive Committee.

• Call meetings of the Executive Committee.

b) The Vice President:

• Assist the President and replace him in case of his temporary absence.

• Organize and direct the work connected with the preparation and development of the Congress following the next Congress.

Article 9

The duties of the Secretariat are as follows:

• Collaborate with the President.

• Keep the records of the Confederation.

• Prepare and issue agenda for the meeting and record minutes.

• Administer the funds of the Confederation.

• Submit an annual audited financial report to the Executive Committee and the Board.

• Assist the President in all things connected with his tasks.

Article 10

The President, if temporarily absent, shall be replaced by the Vice President and if he cannot take the President's position, by a member of the Board nominated by the President in advance.

Article 11

The permanent absence of the President or the Vice President will be covered by the same procedure used to nominate the Full Member.

Article 12

The Executive Committee shall be authorized to form additional committees.

Article 13

The Representative Director shall be designated by each Full Member.

FOURTH CHAPTER - Congress

Article 1

A Congress must be held once every two years. The sites of Congress shall be rotated.

Article 2

A Congress may be held in cooperation with other organizations working inclusively in the field of Chemical Engineering.

FIFTH CHAPTER - Rights and Obligations

Article 1

All members of categories a), b), c), d) and e) are entitled to publications of the Confederation and to participate in the Congresses and other activities of the Confederation.

SIXTH CHAPTER - Funds of the Confederation

Article 1

The funds of the Confederation shall be:

• A $US10 payment from all full registrations at APCChE Congresses
• Subsidies, donations, grants, etc.

SEVENTH CHAPTER - Amendments to the Statutes

Article 1

These Statutes may be amended by a two/third vote of the Board.
